There are three times to consider: time of the week, time of the month, time of the year.

The best time to shop for a car during any given month is generally toward to end of the month. Most car dealers have monthly quotas to meet. They will be highly motivated to sell as many cars as possible during the end of each month to meet those quotas, especially if the month was unusually slow.
